Grid Interconnection, Tariffs and Permits
Most data centers still get their power from the grid, and getting a large new connection has become one of the slowest steps in many projects. A new load of hundreds of megawatts can require transmission studies, network upgrades and new substations, and the queue to study those requests is long in many regions. Utilities and grid operators are writing new rules in response: large-load interconnection processes, tariffs with long minimum contracts, curtailment and flexibility requirements, and in Texas, Senate Bill 6.
The guides in this section explain how those processes work and who pays for what. They cover the interconnection queue, ERCOT and SPP large-load procedures, PJM's capacity market, transmission constraints, physical and virtual power purchase agreements, demand response and the debate over data centers connecting directly to power plants. Because on-site generation brings its own approvals, the section also covers air permits for engines and turbines, EPA rules for stationary engines, water rights and state tax incentives. We try to explain each side fairly, including utilities, ratepayers, regulators and developers.
